Everyone that answered on here is right. If you live in one county but want to get married in another, the country where the ceremony will be performed is where you need to get the marriage license.
ID and California Residency Requirements:
Calfornia requires a picture id such as Drivers License or other valid identification. Some counties recommend bringing certified copies of your birth certificates. You need to know your parents names, mothers' maiden name and places of their birth.
You do not have to be a resident of California to apply for a marriage license there.
California Waiting Period:
There is no waiting period in California.
Fees:
It will cost you $45.00+ to get married in California. It varies from county to county and some California counties will only accept cash... so don't leave home with out some cash!

A marrige liscence in CA can be acquired at the County Clerks Office (Sometimes Recorders Office). You want to get it a month a head of time but it is only good for 3 months. And you need to have it certified by an officiant to make it legal.
And contrary to what others are telling you here, you do not have to get the license in the same county as the ceremony will take place.

You have to get your license in the county where the marriage will be performed, even if you're living somewhere else.
