Here's the correct answer. He/she is basically stuck until the age of 25, then the rates will go down somewhat...assuming that he/she can stay out of trouble until then, (which I doubt).
For starters, if you have 5 wrecks at 16, that means you don't know how to drive. I suggest going to a driving school to fix the bad habits that caused the accidents. (And I'm not gonna buy that none of them were his/her fault either). It's possible that the insurance company might look favorably on a certificate of completion of a driving course. I'd look into that.
There are insurance companies that will insure problem drivers like this, but the coverage comes at a higher price...because they are taking a big gamble that your friend won't just go out and get into another wreck, meaning another claim against the policy.
Just be thankful that they can get ANY insurance with that kind of record. In the state where I live, depending on the nature of the offense, an under-18 driver can even lose their driver's license and not have a shot at getting it back until they turn 21.
In the meantime, you can increase the amounts on your collision & comprehensive deductibles (not wise- you save on premiums but pay more $ if there's a wreck), or just go with minimal coverage to save on money, but then again, you won't be covered as well the event of another crash.
This is a classic example of taking personal responsibility. If the premiums are too high, then look at an alternate means of transportation.
Good Luck

Well, they're pretty likely to cause another major accident, ya know? I strongly suggest a bicycle and bus pass - if they can't "afford" to pay for the insurance, they can sympathize with the insurance companies, not being able to "afford" to insure them.
Once the accidents are six full years old, they should mostly drop off.
I'm actually surprised that after five accidents they still have a valid drivers license!

That right there is why young people need to be extra careful during their first years of driving. Even without the accidents insurance for an under 25 driver is outrageous. With accidents you become what insurance companies call high risk.
You should pose this question to several insurance companies. Ask them if there is anything that can be done to reduce the rates they offer. The insurance companies might give a discount for Defensive driving courses and they may not.
Usually once a person is listed as a high risk driver only time and a clean driving record can get their risk level lowered.
DON'T GO TO GEICO. THEIR RATES ARE HIGH FOR SOMEONE WITH A CLEAN DRIVING RECORD>>> (ASK ME I CHECKED) THEY USE OTHER FACTORS NOT RELATED TO DRIVING ISSUES TO DETERMINE YOUR RATE. FOR EXAMPLE YOUR CREDIT SCORE>

It's a concept known as "The consequences of your actions". They will not find affordable insurance until they reach the magic age of 25.

Sorry, but your friend is gonna have to suck it up until he is 25. If he doesn't have any more tickets or wrecks until then, his rates will go down in 5 years.

yea...they will have to pay for the higher insurance for a bit longer...then when it comes off the record at the DMV it will be better. Call the DMV and ask how long it will be there for and how many points they have.. Another idea is to learn how to drive!!!

Tell your friend to get a better way of getting around. Friend isn't such a good driver & needs to learn what he has to do to become a better driver. That or get a moped.
