Don't listen to the nay sayers or 'you're too old' bunch here.
Yes, my mom adopted a 20 year old girl. She is my step-sister and my mom's husbands daughter from a previous marriage. There are just legal formalities and fees involved but nothing too strenuous. You will be legally considered as part of the family that adopted you, granting you full rights to inheritance and name if you wish. You'll need to talk to a lawyer about it.

Legally the 19 year old is responsible for him/herself. However, in the case of second marriages I've heard of people legally changing their name to have the last name of their step-father.
I could also see where it might be helpful for the purpose of designating insurance beneficiaries and other legal issues.
It's an interesting question. I'd be curious to know more about the back story to the question.

Once someone turns 18 they are an adult. I suppose you can adopt a 19 year old, but you don't sign adoption papers like you would for a child because they are now responsible for themselves(at least legally)

It's possible to be adopted but it is not very likely. you can be adopted until you are 21. you don't have to be officially adopted to have a loving mother/daughter type of relationship with someone. any older woman that you look up to, respect and love can be your mother.
I have an "adopted" aunt who was never really officially adopted into the family. actually she was already adopted when she came into our life. To me family is not just by blood but it's by heart.

No. 19 year olds are legal adults in every state in the USA. Unless they are mentally deficient, but then why adopt a 19 year old anyway?????

yes. while you may not be able to do it legally, you can still act like the parent if they want it. Older children need a family too.
