Call the police. It is an aggressive dog and is a threat. If you have a camera or a camcorder, document the dog running loose and being aggressive (use the date-stamp feature if you have one, to provide more information).
Look into your local and state laws and see what the laws are regarding dangerous/vicious dogs. Submit letters to the police documenting these incidents and ask them to do something about it, quoting the statutes as necessary.

I agree with tenzo0, keep calling the cops until they do something about it. Make a note of every time you make a call so that you have record of everytime the dog is running loose. Also note all the times and dates of the incidents. This way if something does happen to your dogs you have proof of your complaints.
The kind of people that let thier dog run loose like that, will probably not respond to a letter or a nice talk because they are obviously ignorant, and irresponsible. They are the owners that give the breed a bad name, and should not own a dog of any kind. But, it is a good idea to at least give it a try. If they really love thier dog and don't want to lose it, they will do something about it.
I am a pit bull owner myself and I know that pit bulls are really very loving, if raised with love. I socialize my dogs with other dogs and they are fine around most animals, but they do tend to be animal aggressive in some situations, as are all dogs. Its up to the owner be responsible.

If there have been attacks on your dogs -- true attacks not what you think would have happened if you didn't get your dogs inside -- you should contact the SPCA in your area for assistance. The SPCA should react if an animal is a threat to people or other animals in the neighborhood. If the dog has attacked your dogs and you aren't getting a response from the SPCA contact the police. Most likely your city or state has leash laws so the cops can start the ball rolling.
If you haven't done so yet, talk to the neighbor in a calm manner. Or write them a polite letter. Point out that his/her dog is wandering the neighborhood and is aggressive towards other dogs. Then explain what you'd like them to do -- keep it on a leash, etc. Don't threaten them. Just ask them to take steps to keep their pet from being a nuisance in the neighborhood. If you write a letter, make a copy for your records. If you talk with them, try to have another person with you as a witness to the discussion.
Other than that you should take precautions to increase the safety of your dogs. Because you know this dog is wandering the neighborhood, you should not let your dogs out in a yard that's not fenced. Even if you trust your dogs to not leave the property. It would be irresponsible of you as a pet owner to allow them to roam in a non-fenced area, knowing this aggressive dog is out and about. When you walk your dogs, make sure to have them on a leash.

My mother has rescued three pit bulls from bad situations. Her first was a mixed pit puppy that was abandoned at birth. He now thinks he's my little brother. Her second was a black and white male (CLEARLY Pit in appearance) half starved that her husband found near his work. He was timid and shy for a long while, but is now like part of the family. The third is a beautiful red female. She had escaped from a home that we later discovered had tied her to a tree for weeks with little food or water, while pregnant. This dog was skin and bone when she came to us, and had been terribly neglected, and lost an entire liter of puppies to freezing temperatures. Now, she sleeps in the bed with my mother and her husband every night, and sits in the chair with my mom all day. Never once have any of these dogs shown the slightest bit of aggression. There really is no such thing as a "good" or "bad" dog breed. Every pet as its own personality, and how they behave depends upon how they're treated.

Keep on calling the cops. Letting your dog run around (friendly or aggressive, it doesn't matter) is illegal in most places.
Just keep calling the cops.
Don't kill the dog yourself PLEASE (because I know some of the idiots on here will suggest that--don't listen they are 13 year olds with nothing better to do during the summer). It isn't the dog's fault that no one ever trained it and it is left to its own devices. You will get fined and possible jail time if it is found out that you did the deed.
Let the proper authorities take care of it. Make yourself a HUGE nuisance. Call every single time you catch sight of that dog, anywhere. Call and call and call until they do something just to shut you up. The squeaky wheel gets the grease!

The old saying..The Squeaky Wheel Gets the Grease..applies here..make a pest of yourself by calling the dog warden EVERY time you see the dog..they will get tired of such calls and get off their butts to do something...Get your neighbors to call as well, so they are getting daily calls about this animal.... Your life, or your dog's life may depend on it..so don't worry about overdoing it..make a pest of yourself..Even a letter to the editor would be appropriate..telling of the dog warden's lack of doing his job..

Shoot it next time it's on your property. You should check and make sure that's legal if it's attacking your pooches. Even if it wasn't attacking at that moment I'd prolly just lie. That dog is gonna kill some little kid (and I'm not saying this because it's a pit, I'd say the same thing if it was a chihuahua). Vicious dogs are weapons.

ya just have to keep calling on him pretty soon they will get tired of it and fine the owners or take the dog away....if he bites you you can sue the owners....tell the dog people/police you are afraid for your life and the lives of your pets

call the pound but i would like 2 say this not all pit bulls are bad they are known to be bad because most of them are known to be trained to fight because of their way to lock their jaws and shake i have had plenty of pit bulls and spoiled them and they were the sweetest to eveyrone even childern
