Go buy the potty chair - all those other things you mentioned are merely items you can use to back up/demonstrate what your child needs to know. It's best to just start using it and get ready to praise your child's success. All the Elmo's in the world won't mean as much as your praise.

I am a daycare provider and have potty trained at least 20 children in 10 years. (all successfully tained (even boys) by 24 mths old))
-put a short floor potty out where it is very accessable (you can get one that fit over toilet seats but I found the toilet is a bit scary for most kids)
-take her to the bathroom when you go, so she see that you pee too
-at around 20 months start training. If you have a room that is very easily cleaned (no carpet) and easily wipes up.
-when you start there is no turning back. Don't get lazy and say oh, you can pee in the diaper, or you're going to the store and put one on It sends mixed messages.
-Let her run naked, or put a pr of panties on with a plastic pair (the ones you use over cloth diapers) give her lots to drink, water, juice, milk etc. And fill her up. It comes out the other end. Get her on the potty about every 5 - 10 min. (Yes, it's messy the first couple hours)
-make a VERY big deal when she gets it in the potty. "Yes, woo hoo." We always do a potty dance. Shake shake shake.
-keep doing this. Lengthen the time between putting her on the potty. You'll have her trained in about 2 to 3 weeks.
*Boys start a little later. 21-22 months old

With limited funds, I'd recommend getting the potty chair first (take your daughter with you and pick it out together!) and maybe one or two books ("My Big Girl Potty" by Joanna Cole and "Once Upon a Potty" by Alona Frankel are both very good). You don't need a bunch of fancy hoopla -- folks have been potty training their children for centuries without them! What you ARE going to need are patience and persistence. Have your daughter try some potty time every half hour, rain or shine. Read to her from the books; talk to her about how she's getting bigger, and all the "big girl" things she'll get to do now that she's growing older. Gush with praise when she manages to use the potty correctly, but don't be negative if she has an accident.

get her a potty chair. you can find a simple one for $10-$15. let her go into the bathroom with you and sit on it while your in there. if she goes make a big deal about it. also have her take the potty elmo in there and have her help elmo go potty. i did this with my daughter and a potty doll. it didn't take long before she had it down.

I got a great all in one, that was a potty, chair and step. Very cheap. From Babys R us, and dolls books,dvds etc are a waste of time and money. I'd say try the one you got first before you buy anything. And good luck your starting early so, you'll need it. I hope she tells you when she's wet as its not much point starting til she can control her bladder and is aware she is wet.

One that is great is the Winnie the Pooh potty. It converts into a stepping stool when they are using the regular toilet. That is what I did with my daughter. I also set up a board with stickers for her and every time she appropriately used the potty (not just sat on it and did nothing) I would let her choose a sticker for her board. It was great. She picked up the potty concept very quickly (of course, always asking for a sticker afterwards) and she didn't want a potty seat, just to use her stool to get up on the big potty (as she calls it).

I am unsure what a potty Elmo is. But buy the potty chair and place her on it first thing in the morning, after she awakes. And other times after she finishes meals. Just remember to be consisitent.
I have found it easier to train girls than boys.

I am a mom of a seven month old so obviously I haven't been there yet but I have got a lot of advice. What seemed to work best for most people i have talked to is to buy a potty for the child and have them go when you do and each time explain to them what you are doing.

I used a musical potty... then the seat when they got used to using it first.. I also bought a board book that we could read together about going potty... and never used a doll. Just time and I went with her everytime.. mommy went too..

You can buy every little fancy gadget they put out there, but the only thing you can be sure of is a potty chair, and your daughter being potty trained when she is ready.
