Does it work? Do you use anything similar? Does it make sense to train a dog to "go" on it rather than outdoors as a start and then transition them to "go" outdoors?

I've never used that item, but I can try to answer your other questions. It is harder to train a dog to go inside and then train them to go outside than it is to train them to go outside right from the start.

One of the big reasons housebreaking works is because the dog develops a clear understanding of his living space and his potty place; dogs don't like them both to be the same place. But developing this boundary is harder when they are first trained to go inside and then need to learn to go outside.

That said, my mom trained her dog with newspapers in record time. Research the different methods for potty training and see what works best for you and your lifestyle. And always remember that dogs can be retrained if your first try didn't work.
