You said at the end of your question about getting in trouble for talking or texting him. Therefore, you are asking about cellphone calls. Cellphones operate on radio frequency waves through the air therefore "tapping" is not necessary for police to hear a conversation as they would if it were a land line phone. All it takes is a radio scanner which when set to certain frequencies, it will scan and pick up a conversation that happens to be going on at that time. They cannot read a text message through a radio scanner, only listen to a audio conversation. Then, if your friend is a person the police are very interested in locating for whatever reason, they can find out his location by GPS, Global Positioning System which is a satellite that receives and sends cellphone frequencies from your location, up to its satellite, then to what number you're calling.
I'm always amazed that people have no idea how cellphones really operate, given the fact that they are rather new technology and not at all like a regular grounded telephone line. If more people understood how simple it is to hear cellphone conversations by the authorities, they would never use them to discuss illegal activity. Even a cordless phone in your home can be heard on a radio scanner because it uses a radio frequency too. As for you knowing whether they are checking out your location, you won't know. That's why you don't have open conversations on cellphones that you wouldn't want the police to hear.
Radio scanners are used widely, not just by the police, but for firefighters, emergency response teams, the weather, boaters, dispatchers for tow companies, etc. You cannot talk on it, only listen. I have one myself, but it does not pick up cellphone frequencies, those are hard to find and very expensive. We live in a rather small town and listen to the police frequency, like when they pull someone over and are calling the station or responding to a call, etc. It's cheap entertainment when you're bored.
Also, Ricky T's answer about if you hear noises coming from your computer's speakers when you put your cellphone next to it does not mean you are under survellance. It's the cell's frequency signal that is always going on and off and happens to catch in the speakers. That's just pure paranoia and lack of information.

yes ur number would be traced if the phone was being tapped ( well if the police were doing it anyways) why is his phone being tapped? usually that means trying to catch him doing something-- so dont be calling looking for drugs or anything

There is clicking on a land-line if the phone is being tapped.
If it is a cell phone, the best way to tell whether or not it is tapped is to hold it near a set pf computer speakers.
If it is tapped, the computer speakers will make a funny sound (that may sound kinda like morse code).

I'm not sure how it is now but I know you at least used to somewhat be able to tell by constant clicking sounds on the phoneline. If your friend is doing something illegal and you know about it then I'm sure you get in some trouble.

only if you use terroristic threats or certain words like bomb or kill or anything of that nature. there are special phone programs that will automatically start recording if you use these words that are voice activated
