Yes, under California state law a bicycle is permitted on the highway (not Interstate highways) and is subject to the same laws that apply to motor vehicles:
21200. Every person riding a bicycle upon a highway has all the rights and is subject to all the provisions applicable to the driver of a vehicle by this division...

There are different rules for each highway segment.
If there are alternate, less congested roads, then bicycles (and pedestrians and equestrians) are prohibited on highways between those destinations.
However, if the only connection is by a single highway, then the Calif will permit bicycles on state highways.
Sometimes, the CHP will make exceptions to large tour groups, but that's another question.
The previous post about no bikes on interstates is probably true - if not a good idea. Interstates are designed to accomodate military travel, including aircraft, during a war emergency, so it's not a good idea to mix bikes (or horses or pedestrians) with tanks and fighter jets.
Wear a helmet when riding a bike. It may not look cool, but you could save your noggin.

There is some semantics at play here. Highway, pedal away. Freeway, not necessarily interstate, no way.
In most all instances, California freeway and interstate access has a sign reading, "No pedestrians, bicycles or motor driven cycles," a motor driven cycle being a two wheel device powered with a motor of less than 15 horsepower.
In those areas where highway turns into freeway, there are signs reading the same as above, but with the words "must exit."
If one can read, one can travel without violating the law.

no they can not ride a bike on ca highways. there are signs on every on ramp of our highways that state the vehicle code that falls under
