Yep. The best around is called GIMP. It's free, has all the features of photoshop, and is a very small download compared to photoshop. The only downside is that you will have to learn how to use it.

Ulead Photoimpact, Paintshop Pro, Corel Suite, are some of the major graphics/image processing softwares. However they typically cost a bomb and are not free but may have a trial period.

GIMP is powerful, but I don't know how much it is like Photoshop. You can get it here: http://gimp.org/
It does everything I need it to do, although it is a little trouble to learn at first. I never tried it for Windows, but there is a Windows version. Good luck!

Yeah the Gimp is the next best thing... Plus its open source freeware!
Also, there is a portable version you can put on your USB stick and have with you wherever you go!

Macromedia Fireworks is an easier user interface. It does the same as PSP, just easier to man and maintain.
