You need to work on a copy of the original photo, re-size it and save it as a jpeg. To e-mail it should be well under 1 meg in size, just out of courtesy to the person you're sending it to. If you both have Windows XP you can also aip it by right clicking on the file, and select send to - zipped folder.
Theres a great freeware program called 'Irfanview' which has more tools than Paint and will also let you deal with red eye and do a few other tweaks.

Open them in Paint (Start > All Programs > Accessories > Paint)
Select Stretch/Skrew
Stretch to 50% both horizontal and vertical
Save them (If you want to keep the original full size pictures, do a save as and use a new filename for the smaller version of the pictures)

For greater control over images, use something like Faststone photo resizer or Irfanview - both are free

You can use an online tool
http://snipshot.com/

Or install the Microsoft Power Toy Image Resizer
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

this will add a resize option to the right click menu

what i do is open the image in Adobe Photoshop and click 'Save As..' this will then give you an option to reduce the file size (compression). Although the image quality will also be reduced - it is good if you are just sending pics to be viewed but not good if you want the recipient to be able to print them.

Use this trial program, it works very well without reducing quality too much.
