Okay depending on what you consider black magick (and I assume for this arguement that you mean magick without concern for the target's wellbeing) yes, you can learn it in the privacy of your own home. You can, after a fashion, even perform it legally a good deal of the time.
Traditional Southern magick has a good many spells of this nature. Best source I know of, on line or off, is Lucky Mojo. Cat Yronwode has done her research for years, and she does a great job bringing the how-to and the why-to together with the history of the practices. The site is a tremendous education even if you never buy a single wash or candle from her.
Chaotes can also learn a good deal about black (death) magick in the course of their studies. I suggest you Google 'Magick black chaos for that one.
Now, of course, be advised of one thing. By the time you know enough to be dangerous, you'll probably have discovered sex or something and black magic will seem pretty boring. Just so you know.

Black magic is something that has a lot of sociatal misconceptions. People who follow, or practice black magic actaully believe in God, and are in pursuit of being closer to him (actually being like God). Learning black magic is creating a void within yourself, so much that it is closer to what God is in a sense of God being black matter in the universe. In the Cabbalistic sense ofcourse. When you are at the highest state of black magic, you can manipulate the world around you, wether you want good things to happan to you or others, or bad things.

All joking aside (or, more accurately, above), magick isn't clearly divided into "white magic" and "black magic", just as morality isn't binary.
It's possible for a normal joe like you and me to learn magick. However, you have to be dedicated to have any success with it.
The important question isn't "Can I use magic?"
The important question is "Why do I want to use magic?"

black magic or white magic, both not normal... Why depend on magic or learn the ways of magic? Learning martial arts is better, training up your body and mind rather than depending on magic to curse or torture someone, just build up your body and they wouldn't dare to bully you.

It's not real. Magic is illusion, there is no real magic. If you want to make it appear as if you can use black magic i suggest looking into the DVDs by Wayne Houchin and Andrew Mayne. They do some bizarre/shock effects that could fool most people into believing you're in league with the devil. It's fun.
