If she is an unspayed female, my bet is that she's about to have kittens. Before giving birth, they meow a lot, stick very close by you (if you are her owner), and try to build a "nest" for the babies in some dark corner.

Other than a pregnant female, my next suggestion is s/he wants to play, especially if this is a young cat or kitten. Need some toys!

Actually my cat has done that before. It's kind of cute, huh? :) I take it to mean that they just want to have your scent (or the scent of the person to whom the clothing belongs to) around them. I believe that it is comforting for them to snuggle with and take the scent all over with them because cats are all about scenting things. Have you noticed that they tend to rub their body, tail, or head on you? This is widely known to be a way to not only have a nice petting, but to show affection and to leave their scent on you to show that you're theirs. By doing this, they are also receiving your scent. So when they smell your scent on clothing they are soothed by the positive emotions that they associate with your smell--your petting. Essentially, I believe it's all about you (if it's your clothing that the cat is dragging). Also, my cat tended to do this the most when she missed me (like when I went on trips) so if your cat does this constantly he/she might just be more sensitive to scent association and he/she might have a very strong bond with you. If your cat has just started doing this lately, he/she may also be trying to get your attention, or like I mentioned, might have been missing you lately (via a new job, you being too busy to play at home, traveling, etc), and would, most likely, also be helped by some extra attention. The meowing while the cat is dragging the clothes might also indicate this. I hope this helps you figure out why your cat might be doing this. She has found a new hobby.
Is she fixed? Sometimes cats that are not fixed will go through a false pregnancy and steal sox and little things to use as kittens. If she isn't fixed get her fixed.
If she is fixed wait a while and see how long this lasts. I had two cats that stole sox constantly. I just learned to live with it.
If she doesn't seem to be in pain. Give her a couple of sox and forget it. If she seems to be in pain take her to vet.
Who's clothes are these? If they are the clothes of someone who is not home now she may be saying "I don't get enough attention from X" or "where is X, is X lost? I need to smell X."

Well if it is a girl and not fixed it could be nesting behavior, animals like to do that before the give birth. If it is a fixed girl or a boy cat, it could just be a part if his/her personality. My cat will get into our drawers and take every piece of clothes out and then jump in the empty drawer, and then leave. She has always done this, we have to make sure our drawers are closed tighly but sometimes she still gets into them. The cat might just want your attention, and this is its way of doing that. Try to take some extra time and play with her/him for a few minutes every day, it could help.

Mine likes to do that to. She likes to take them and make a bed to sleep on. Male or female cat? If a female is she spayed? If no then she could be doing this because she is in heat and wants to make a comfortable home for babies. My sisters cat did this before she gave birth to kittens.

If it's a girl I would say she is pregnant and is trying to make her a nest for her babies.

If it's a boy he is just bored and playing I would suppose. We had a boy cat that used to steal our socks and we had no clue where he put them.

yeah, he wants you to PLAY with him!!! DUH!!! buy him some cat toys so he will leave your clothes alone. he's just being playful and goofy. my 5 month old tabby kitten jumps up on the bed and steals a pair of clean socks that I just folded. then he runs as fast as he can with them. PLAY WITH HIM!!!
