recent studies (US Department of Justice 2003 Report, Canadian
Government Report, State of Washington Study) all put Sex Offender Recidivism rates at below 10%. This means that a vast majority of new Sex Crime Arrests are previously unknown offenders who would not have been effected by either the Residency Restrictions or Public Humiliation of the
Online Registries.

They shouldn't be able to reoffend anyone. When you are caught doing this, I think they shoud castrate you right then. You shouldn't have been a sicko in the first place. They let these people live down the streets from little children. If they start doing this, people would probably be less likely to do it. Just like when someone kills someone. I think the punishment should fit the crime. It would be less people in prison that the working, descent people are having to feed. While they lay up and watch TV. Then when they get out, they go and do it again, but that's okay, they get to go back and get a free meal and watch TV all day.

In my opinion, how can someone like that, a child molester, be rehabilitated? So, in essence, they are most likely to re-offend. They have been sexual offenders, probably, their entire life, and it took them a while to become caught, and then sent to prison, because those being offended are, unfortunately, afraid and ashamed to tell. (And I totally commend those who DO TELL!!!) It's a vicious cycle that will always repeat. It's not their sexual organs telling them / wanting them to offend, it's what's in their sick minds. I do not believe that online sex offender registries are effective enough. I live 4 houses from an elementary school and just recently found out one moved directly across the street from the school!! He was convicted of 1st degree sexual assault of a CHILD (one who is under the age of 13) !!!! Where is the justice???? Where is the residency restriction? I would like to know why they can live wherever they want. Am I to assume that this person is "rehabilitated" and he will not re offend?? The chances are that he will re-offend, and it's a shame that our judicial system ok'ed him to live there.
ALL sex offenders, rapists, child molesters, etc... should all be sent to prison for LIFE w/out parole OR just sentenced to death.
It takes a lifetime for someone to try to get on with their life when someone has been raped or molested. Their offender should only have to endure at least that in their punishment!

The key word here is "new". Some crimes are not reported. Because of not knowing or embarrassment. But to every 1 sex offenders they may interface with at less 3 other people. And if children offends it may be higher. My question to you would be: do you want someone like that living next to your love one?

I think that sex offenders are the scum of the earth. Especially the ones when children are involved. I dont know what the % rate is on repeat offenders, but if it was my call, Id have all sex offenders neutered.

Once a rapist, always a rapist!

That one theory is the theory every single person I know who has ever been raped, including me, lives by! Just because a rapist was only reported once does NOT mean they only raped once!

The men who raped me knew exactly what they were doing, they had a flawless plan that had clearly been used many, many times before me... I never reported them...

One of my friends... Her exboyfriend broke into her house, and when she refused him sex, he raped her... Her friend, another girl I know, was raped by the same man... Neither of them reported it...

I know a man who has perviously raped girls, he raped several girls and he knows our theory, once a rapist, always a rapist, and he never questions or gets upset at us keeping our distance from him... He was never reported or convicted of rape...

One of my friends was raped by a man many times, so was her sister... They never reported it...

A girl in my school was raped by my exfriend, I strongly believe he will rape again, he is 17... She never reported it...

One of my friends, an alcoholic, was raped by a friend of ours while she was drunk... He raped our other friend too while she was drunk one night... Neither of them reported it...

A girl in my school was raped last year at a school dance... She pressed charges and later dropped them... He was never convicted...

I do not know one single girl who has been raped and reported it and went through with prosicuting and having him convicted of rape... The people who come up with statistics have to go on facts that they have, which are who has been convicted of rape more than once... The public opinion is able to go on rapes that were not reported... I strongly believe most rapists will rape again, and those who dont, are tempted...

I think that they must. It's the type of sex that they want, I don't think they can ever turn that off, the same way we can't turn off what we enjoy. I think they should be locked away forever, because I think they are too dangerous to ever be let out
