Anytime anyone makes a child do anything remotely sexual, it's wrong and as scary as it may seem, it should be reported.

This is a "loose cannon" type of question, you can do more harm with this question than you can by resolving it.
Give us more details as to.... what kind of touching was it?
who was asking you to touch yourself?, perhaps your parents, doctors, friends, neighbors, teachers etc. etc. Then and ONLY then can we give you a more logical answer to this question.
