i mean voltage regulator efficiency in a circuit containing LM317 regulator, and diode bridge,2 capacitors and 4 resistors

Power out/Power in, it describes the following:
- how much power is being output vs. the amount of power you put into the regulator
- how much energy is lost in the regulator

If your voltage regulator gives 90% efficiency, then for every 10W only 9W goes into your actual circuit

You need to be a bit more specific, what "regulator" you mean...
There are all kinds, voltage- / current- / flow- / pressure- etc......
