Well, you need a compiler such as "Keil", and a way of programming the code into the part. C is a programming language. What do you specifically want to know?

For a good intro into micros and programming them, Atmel makes a demo kit called the Butterfly. It has an LCD screen, temp sensors,
buzzer, and all comes on board smaller than a playing card. And all for $20 bucks from Digikey. You can program it using a serial cable and Atmel's free software or the Keil compiler.
