A maturing male parakeet will have a blue/purple tint to his cirus (nostril holes above the beak). A female's will be pale, sometimes a light brown color.
There is NO distinction in the actual color of the birds. Male and female parakeets have the same plumage!
It's one of the few birds that can be sexed easily when mature. Don't listen to people who say "get a DNA test." You'd be wasting money and the vet would tell you that.
Go to the pet store and check out the selection of parakeets closely. You will see that some have blue above the beak and others don't.

Male:
Young bar head males - (the black stripe touch the beak) will have a very bright smooth pink cere.
Older males- no bars and maybe an iris ring (white ring in eye) will have a strong blue cere which will be smooth.
Albino/lutino, other red eyed mutations and Recessive pied males- the males do not get the grown up blue colour but rather keep the baby pink.
Females:
Young bar heads - these can have a range of colours from a pinky tone with white rings around the nares to a blue white all over the cere.
Older females - The cere around the age of 6 months will start to change from the baby colour to a deeper brown and will start to appear crusty. This can change depending on the time of year, this dark borwn colour normally found when the female is in breeding condition. When she isn't the brown can peel off and be a light blue colour.
Alblino/lutino, other red eyed mutations and Recessive pied - unlike the males the females of these types get the same changes as any other female.

There are a lot of ways to figure it out. One way is to check the cere - the part of the nose above the beak that is a color. If it is blue or dark purple, it's a boy. If it is brown, tan, white, or pink it's a girl. If the parakeet has black lines going all the way down to the cere, it is very young. If the parakeet is young, the cere will be changing colors constantly and you wont be able to tell.

As a baby, female parakeets nostril area is tan/pink and they stay that way. On the other hand, male parakeets notsril areas are start tan/purple and as they get older, it turns blue or blue-ish! Hope this helps!

You need to look at your keets "cere". The "cere" is the area above the beak and surrounding the nostrils.
With adult keets if the cere is bright blue the keet is a male and if the cere is brown the keet is a female. When a female is in breeding condition her cere will be dark brown and may become rough and crusty.
The above applies for most adultkeets except some color varieties such as albinos, fallows, lutinos and recessive pieds.
With young keets the ceres of both sexes are the same colour, a purplish shade, so it is difficult to decipher their sex until they have been through their first molt at three to four months of age. Only then will the adult color show.
To the experienced eye the sex of a young keet may be differentiated. The cere on a young male keet tends to be more notable than a young female's in that it is fuller and brighter. It takes on a pinkish shade whereas a female's will have a bluish shade.
Another tip is that a young female tends to be more aggressive and bites harder than a young male.!

Look at the bird's cere... the spot where their nostrils are... just above the beak and below the eyes...
A white, tan or brown cere is a female... female's ceres get browner and "crustier" looking if they are in breeding condition.
A blue, light blue, blue tinged, purple, purple tinged cere is a male.
This is easiest to distinguish in a budgie after their first molt.
