Why don't these people either keep their keyboards silent or do a little research before they post? YES...a woman CAN produce milk without giving birth.
Letting the baby suck at the breast can begin to stimulate supply. Pumping can help as well. Some adoptive moms use birth control pills to help trick their bodys into thinking they are PG prior to the arrival of the adopted child. There are medications that can be prescribed to help bring in milk and there are also herbal remedies that can help. There must be stimulation of the breasts for this to work......either pumping or a baby nursing.....to go along with the meds or herbs.
If you are trying to have a baby begin bringing in your supply, get a supplemental nursing system (SNS) which is a bottle with tubes that you wear around your neck. You tape the tubes near your nipples and baby can get pumped milk or formula through the tubes while stimulating you to produce milk.

Yes a non-mommy can produce her own breast milk. But this will take some work and up to several weeks to achieve.
Basically you or your husband or the baby has to stimulate your nipples and breasts 15 to 20 minutes at a time several times a day. This stimulation must to be similar to the way the baby sucks your breasts.
The woman's body naturally produces the Prolactin hormone every time her breasts are stimulated this way. And after some time, this hormone causes changes in the breasts that lead to production of milk.
The Prolactin hormone also causes a decrease in sexual desire. And it makes conception more difficult for the lactating woman. Prolactin acts as a kind of natural birth control.

I would have said no, but....
a few years back I knew a woman who was preparing to adopt an infant. Her doctor gave her some kind of medication to help 'trick' her body into lactating. She took the medication for several months and before the adoption she was producing breast milk and using a breast pump. She was able to breastfeed her adopted child. Now, I have no idea what the medicine was and I have only ever known this one woman who did that. If you're planning to adopt an infant and are interested in this possibity, you may want to talk with an obstetrician. (I know there are medicines doctors prescribe for new mothers who are having difficulty with their milk supply - and there is one herbal supplement some recommend as well - again, talk to a good obstetrician.) Yes , you may not even need hormone injections.. Some men can produce milk also.. All that the person needs to do is stimulate the nipples so they start to produce. Some people need oxitocin shot to help them , but it's very possible

Yes! I know someone who had a surrogate carry her and her husband's child. She wanted breastfeed and her OB was able to help her with this. I don't remember all the specifics but it involved taking birth control pills, since they trick your body into thinking it's pregnant, and she pumped for a few months before the baby was bron. She was able to freeze milk before the baby was born, and she nursed the baby right when he came out.

yes!!! You can get hormones form your doctor that will help you produce milk. Lots of adoptive parents do this. It doesnt work for everyone, but check with a doctor.

Yes.
Drug induced lactation is possible, they just don't talk about it.
There are other ways too.
An interest in that is evident in BDSM and fetish communities. You can ask someone familliar with that if you really want to.
