Is he actually having sex with your cat? That's not normal; get him fixed because his hormones are all out of whack. Is he only mounting her (dry humping)? That's pretty common.
A lot of people don't realize that mounting behavior isn't just for sex; it's also a way of dogs to show dominance over others in the pack. If the dog is only mounting the cat, he's showing her that he's the boss.
This is also the reason why female dogs will mount other dogs; it's a dominance thing, not a sex thing.
