It depends on whether the consumer was a member or not. If he was a member, I would ask him to leave and not return until he was ready to admit what he had done and apologize to the congregation and ask that they forgive him. For anyone else, the church parking lot is also part of the church. You shouldn't defile Gods' house. He should have to pay a fine to the city where the church is located and match that to the church.

The perpetrator should have to clean the church and the church parking lot, do any odd jobs around the church for a given length of time, and attend every single form of service and meeting at that church for at least a year.

My church holds an annual polka fest on its parking lot, in which there is a beer tent. Sooo, I don't think there should be a punishment for it.
