Well because most kids love the water. They try to splash & have fun. Just like most kids will play in the bathtub for an hour if given the chance.
It is that childhood wonder about the world around them.
I am a grown woman & I still like walking in puddles. If you have ever seen the movie "Singin In The Rain", you'll see there is a little bit of joy in puddle splashing.

In the eyes of kids they are having an awesome time because of the splashing! everything inside the puddle comes up and greets them in one loud splash! the sound of it! the feeling that they are growing up and can do something so fun and maybe even deprive the next kid of their chance to jump in muahahaha!!!
To us! it's laundry laundry laundry .. they wear shoes that prolly cost $30 bucks while we wear shoes that cost us $80! they got clothes that can be washed and tossed in the dryer but we have clothes that need to go to the drycleaner who's more than happy to help you with mud puddles :P
Kids just don't see the things we do .. and they can't understand why we do them :) take a kid to to the dry cleaners and they think you are just there to buy a new shirt / pant / dress :) for me however i'd go ahead and jump in with my daughter because the moment is priceless..there are ways to convince them to stop jumping into the puddles later but that's another story for another time :)

Because kids aren't hampered by the internal conflict over whether to jump in the puddle and look like a fool.

Kids walk in puddles because it's fun to play in them. You jump and the water goes all over everything! Someone else cleans you up and washes your clothes when you're a kid doing this.
Adults avoid them because water goes all over everything and you have to clean yourself up!

Because kids are more carefree than adults. As kids they can splash and get wet and not have any of the clean up. As an adult you have to get the wet shoes off and then dry the shoes so they can be worn again (my kids have 2 pairs of shoes each just so they can splash in the water).

cuz kids are fascinated by EVERYthing (unlike we adults who lose that sense of wonder and delight as we get 'old')...if you'll splash in the next puddle you come across, and watch the water spray and listen to the sound it makes hitting the ground, you'll rediscover just why kids splash in puddles...then don't forget it again, and you'll enjoy life again!! : )
