Bozo was a a famous clown in the 60's... As to people calling people bozos it could be a bunch of reasons... Maybe the person being called a bozo is wearing clown makeup and pointy red hair...

When I think of someone whos a Bozo, I think of someone that clowns around, hence the name Bozo as in Bozo the Clown.

Bozo was a clown with a TV show out of Chicago that ran for many years in the US. He was pretty goofy, and the show was designed for younger children, so most teens and adults thought that the show and its host were stupid.
So, when someone calls someone else a "bozo", s/he is saying that the person is goofy and probably not too smart.

Your question is not even remotely congruent with reality. What does acorn have to do with anything other than them being the most pedantic excuse to throw flak at the administration for actually attemting something humanitarian? The working class is primarily employed in the most unhealthy conditions and have the least access to healthcare. If rich republicans want us to keep doing their grunt work we will need to have healthcare reform. I have worked jobs doing a lot of lifting for most of my adult life. I began going to college at 24, and I have been working seasonal summer and winter jobs that do not offer health insurance. I developed a herniated disk in my lower back when I was 25, I'm 28 now. I am positive that I got this injury while I was a Bellman at a resort with no elevators. I didn't know at the time that I was developing a life long chronic injury, and when it went out again while on my next job at a warehouse I was terminated because of the company's discretion to use their 90 day automatic new-hire probationary period. This was five days before the health insurance would have kicked in. This may sound like a worker's compensation issue, but I could not identify the exact place and time the injury occurred, which makes it hard to prove to a litigious corporation. I just know that the back pain started when I was working a very lower back intensive type of job. I was forced to get a doctors note to give my employer to call in sick I was diagnosed with it, and now I have a preexisting condition and the high risk insurance would cost well more than I can afford. Since then, I have taken serious pay decreases since I am not healthy enough to work the higher paying jobs that are all over my resume. I didn't have what I needed to get what I needed to get what I needed to have. Call your congressman and ask for affordable healthcare.

bozo the clown was a popular--albeit a bit wierd--children's icon from t.v. specializing in, among other things, stupid pratfalls. so when one is calling someone a bozo they are saying he's a stupid clown.
