It's going to be released early next year, but will probably be delayed even further.
And it looks like it's going to be Windows XP, except with 100 million extra security features so that you can't pirate it, or copy music illegally.
Just the really important stuff that really needed fixing...
They had huge plans for a complete overhaul, but most things seem to have slipped by the wayside because they were taking too long to implement.

Vista will be released in the first half of 2007, though it might be delayed even more.
Main new features:
>improved security
>immediate searching (you won't have to wait when searching something; its great not only for searching for files but also for starting apps - just type few letters and press enter)
>new user interface (Vista will be nicer and easier to use)
>side bar (it shows incoming mail, time, recycle bin etc. - depends on your settings)
>direct x 10 will be available only in Vista, it will be required for some new games (released in 2008 I guess)
Drawbacks:
>Vista needs a lot of memory and decent graphic card
Basically u don't need Vista. For security some good firewall, anti-virus and firewall will do well. For immediate searching use Google Desktop. Nice look can be achieved by software like WindowBlinds or Bricopack.

Windows vista is going to be released at the end of 2006. It will be available in local markets at the starting of 2007. It is going to be better than XP only when you have enough hardware . ie. 5GB free space required in C: and minimum 512 MB RAM, a good graphic card etc. If you have all these you will experience splendid graphics and performance from Vista. Also there will be more than one editions upon your requirements. So select your best version and make sure you have the best hardware.........
have a look at http://www.microsoft.com/windowsvista/default.aspx

Release date is unknown ..
As to the features, are mostly cosmetic, or aimed at Antipiracy and so on ..
it is more "Mac" like, and has a more "fancy" look !
It is also resource hungry, meaning you will notice performance drop if you install it on a PIII machine, even early P4's will struggle, some of the "fancy" features only work on PC's with dedicated graphic cards.
As a trader I attended , Microsoft pre release (VIP) seminar ( by invitation only )
I have also installed and used it in an Athlon 3800+ PC.
Do not hold your breath for it ...

Not before 2008!
Moreover, do not use or buy it at first release! Your surrounding people or friend will tell you that you have to use it now or then!
Wait until service pack 2 (like xp) release, for smooth running!
