you'll have to change up your eating habbits. cut out all fast food, junk food, obviously fattening things like butter or mayo, and no more sugar. with just that, you should see some results in a few weeks. adding some exercise wouldnt hurt either.

It's 90% due to diet. Sit ups help tone the ab musclesbut to flatten you need to eat clean (no processed stuff, cut your carbs, increase your protein).
I've only managed it when I've done a spell on a low carb, high protein diet (like atkins or South Beach phase one).
Look up bodybuilding advice on 'getting ripped' - diet and exercise that they do to reduce all over body fat and improve their definition (including ab area) before they compete - it's very helpful.

carbs seem to be the key to this one, swell up in the tummy giving the appearance of a larger than normal (for yourself)

sit ups remember its not how many you do its how you do them a few everyday will def leave you feeling better and youll see a slight change in a week and off course eat healthy food but it doesnt mean dont have any treats just everything in moderation

60 sit ups and 60 crunches everyday. also if you are walking or cycling anywhere hold your tummy in it tones them to that shape.
