We are an atheist Jew and agnostic Catholic who want our own kind of wedding ceremony. We prefer someone without the Rev, or Minister title because it implies beliefs we do not live by.

A shaman would imply beliefs it doesn't sound like you live by, either (though I must say I'm confused by the atheist Jew? and agnostic Catholic?)
Hire a Justice of the Peace. No religion, just makes your marriage legal.

On Yahoo or Google type in your city, state & wedding officiant. You should have your choice. You could always look up specifics such as Shaman, Priestess, Humanist.

And just because a person is a Reverand, doesn't mean we push religion onto people. Tho' that is the type of ceremony I usually do, I also do civil ceremonies if that is what the couple request.

You will have to get a JP or hire a judge.

Most states (you will have to check FL laws) require that officiants if not a JP or judge are ministers of a church that is recognized by that state.

two options:
The best one would be to contact the local courthouse to find out about a justice of the peace who can perform your wedding.

option two would be to find your local Universalist Unitarian "church" to find someone ordained. This would be a pagan officiant, and would be very open minded to a non-religious ceremony.
