That shows that your sister is facing a high level of stress. Some people become really silent and lock themselves deserting them from other people, the case here on the other hand explains that she cannot control the stress and is trying to express by doing what she does.
It would be recommended if your sister could see a physiologist which will truly help her to control the stress level.
Stress to above limit may create high depression which is dangerous. Though some people may find your sister's action funny or bazaar, this must be corrected as soon as possible before it may get worst.
If she doest want to go to see a psychiatrist, you should explain to her that she is being selfish on her part and doesn't care about the family.
You should talk to her and explain your feelings.

From what I can get of your question, if your sister is in the 12th grade, her behavior is not your problem.... but when she's calm, you may want to suggest that she see a therapist.
