Google the university you're interested in, or just university+country. Once you're at a university site serach for the electrical engineering departement. Telecom engineering is ususally a specialty within EE. You'll have to take the usual undergrad curriculum and then in 4th year you get electics. A MASc can be useful depending on what you want to do.

go on google or yahoo search put the name of the country and university you find all the listing of the universityes in that country and then check each uni OR put you desired engineering subject plus name of the country all uni list will be displayed open each link and made a choice
