Yes look at the Swiss. in WII.,they mobilized 20% of their population in preparation to fight the Nazi's.Germany declined. All males must serve in the military and then stay in the reserves till (I believe) 45 years old. There is a weapon in every household in Switzerland. Your question is very close to their national motto

Are you asking a poll if we agree to this? Or do you need arguments for this debate topic? If this is a debate topic and you need arguments for both sides. I'll give you a couple:

Affirmative : The motivation of fear and security- Human beings are motivated by emotions, they may act by logic but the thought process to create that action always starts as emotions. Fear is a very efficient motivator. So is security. If everybody is ready for war. Then everybody fears everybody else, and wouldn't think of starting a war. And also if they are ready then they would be secure and wouldn't bother with starting a war. You can use the cold war as an example for this.

Negative : Slippery Slope Argument - Being continously prepared for war can be seen as an invitation to war. An invitation can be accepted and peace will never happen.

If you're asking for our own personal opinions: then I say Nay. Why? Because preparing arms contradicts the idea of peace.

Yes. Think of it this way, if you are a big muscular person walking down the street with confidence and strenght and another old lady with a cane is walking along, who is a mugger more likely to go for?

When you are dealing with bullies, only strength matters to them.
