I have 5 cats, had them since they were just 3 weeks old. Of the five, only one is a girl and when she was younger, she didn't always clean hers. Is your cat young? Maybe she will grow out of it like mine did...her brothers used to help her out too...gross.
But anyway, I don't know about the worm thing, you should check for them, but the only answers I can think of would be to get another cat to clean her, or buy a box of cheap thin gloves and use baby wipes like we used to.
Sorry, don't know anything else to do...Good luck!

there may well be a gamble that he has a gland an infection this is making his bum greater advantageous pungent and unappealing to scrub. Does he have any sparkling fluid on his bum? Or is it basically poo and such this is making it pungent? there's a solid possibility that his momma using no means taught him proper hygiene. some cats basically don't get it, and in case you do no longer decide on him to sniff then you definitely would desire to in all probability start up cleansing him your self.

My vet told me that a dirty bottom usually means that the cat has worms - it has certainly proved to be a very good indicator for my cat. When she is dirty, I worm her and after a day or so there is a noticeable improvement. Try that.

Would you want to lick your bum clean? Wet ones or baby wipes are the answer.

run some luke warm water in the sink, hold her front paws tight, not to tight, & dip her butt in the water, & you clean it for her, with gloves on of course, she may get the hint, she may not, good luck.

clean it for her. That's what I do. If you don't want the responsibility of being a pet owner, don't buy pets.
