Try Target or Bed Bath and Beyond. Right now, it is "Back to College" season, so there should be some cool things.

Go browse through flea markets. You can find some cool stuff that often only needs a little sanding or a coat of paint. It'd be more fun too b/c you could fix the furniture up together. Also try going to some yard sales that advertise furniture, and keep an eye in the paper for a good deal. You can take any piece of furniture and turn it into your own, whether you paint or make a cover for it....just make it for her personal taste.

Big Lots has bookshelves right now for $25
Target sells "papison" chairs, with fabric covering. They're slightly smaller than what you'll find at Pier 1 Imports, and more colorful.
Walmart has several room decor designs that come with almost everything you need to brighten a room. Could probably redo the look for under $250.
The TV will probably be the big ticket item, phones can be found pretty cheap....
