No. You will spend more energy keeping the tank at low pressure than you will recover in the generation process.

You can do this but your system will be very inefficient! This is because you will need a vacuum pump to reduce the pressure in the tank(typical vacuum pump effiency is 70 percent). In addition your low pressure steam will tend to condense before it reaches the turbine. In addition you may need to heat the water before it reaches the tank to stop it from freezing.
