Perhaps your pup has consumed a few too many Kibbles 'n Bits, and his (or her) weight outpowers the feeble motor in the toy train.
Or Perhaps your dog is blocking the way of the train.
Or maybe the train is so comfortable under your dog it doesn't want to move!

I think its because the dog is ontop of the train not inside, try getting it inside thts if the dog fits...lol
