yes... but some bambo is a litttle shiny so youve got to sand it a little so the paint has something to grab onto

That depends, if it's not alive anymore (brown and hardened) sure go for it. Trying using a stain rather than a paint, or a paint that's made for wood. If it is still alive, no you shouldn't. You'll damage the plant and therefore it will die. If you'd like to color a live bamboo, try foodcoloring, but I don't know how well it will work. Good luck!

Yes but it would be a good idea to lightly sand it first to make the paint stick good!

I would scuff it up first with a little sand paper, just enough to make the paint stick without making big grooves.
