Entering a question with caps on every single word shows that the person probably has a low EQ. Now that's another "ludicrous" idea for you to explore.

The idea that all caps equates to shouting dates back at least into the 1980s. I recall all-cap text being discouraged on dial-up BBS's in the early 80s. Not only is it considered OBNOXIOUS, studies have also shown that TEXT IN ALL CAPS IS LESS LEGIBLE THAN TEXT IN MIXED CASE.
I generally ignore Questions or Answers that are in all caps.

All caps comes off as yelling or shouting, and it tends to make most people very uncomfortable. It can be used for a word or two, to show emphasis, but not for the whole question, or answer.
At the same time, I also have problems with people who don't use capitalization at all, or who use it incorrectly.
