In the case of the witch of Endor, you'll notice that when she saw Samuel, she freaked out. This is because the apparition she saw was real.
It was indeed Samuel, and not a demon. Verse 15 clearly states it was Samuel. God allowed this so the prophet could give Saul notice that the prophecy was he'd made years earlier was coming to pass.
As far as "normal" necromancy, etc., we are clearly warned by God not to consult the dead on behalf of the living. (Cf. Isaiah 8:19, Leviticus 19:31, and others)

It's more proof that it is demons that are behind anything spiritistic...including fortune tellers, tarot card readers, people that say they can speak/see the dead...this account proves that it is the demons that can make this happen to trick people.
