Yes I agree however I think there are levels to it. We all have to live within the construct of our society - we have laws and if we break them we will pay the consequences no matter what our base urges are. We live within the laws of man and if that helps to make us hypocrites then so be it.
However, within that construct you can be even more of a hypocrite. For example, when I was a child I was forced to go to a fire and brimstone type baptist church. For almost a year the sermons in some form revolved around how sinful adultery is and how it should not be done. Well the preacher saying this, denouncing it from the pulpit was at the time committing adultery himself. So even within the construct of society if one expects you to do what I say not as I do you can be an even bigger hypocrite than we naturally already are.

I have to disagree in the case of people who freely admit they're suppressing their baser urges. That's a perfectly honest choice which they're not preaching to anyone else about (at least not in the example), so those people are not hypocrites.
Since the question was are 'all' people hypocrites the answer is no.

Each man knows about his own thoughts and actions.
Men of dignity struggle against baser urges are not hypocrite. They may fail a thousand times, and keeps on struggling until he triumphs his lower self, he is a dignified man, not a hypocrite.
He who allows baser urges to dominate him has no status to judge others.
Yes, men are not the offsprings of lower animals, they are the noble children of God, that is why they deserve the love and respect of each other.

i disagree that all people are Hippocrates. I believe real genuine individuals are truly not Hippocrates. They don't think of themselves as any more or less than others. When they fail or do things they are not happy with themselves for they don't make excuses or blame others they take full responsibility for themselves. In my experience I have come across both types of people hypocritical or not. Everyone in unique in so many ways and whatever path they may have learned or just chose to travel down made their beliefs and behaviors their own. Real individuals aren't just everywhere, but I do not believe that all are Hippocrates. An individual chooses what they want to do or be relative to their own lives.

I wouldn't call what you're describing a hypocrite. I call it having self-control.
People that want to smack the cra* out of someone and doesn't do it because it's wrong isn't a hypocrite. They are mature adults who have learned not to act on every emotion they have.
So I disagree.....check the dictionary.

All people have their baser urges but we are supposed to be above the beasts of the earth. Satan would love for us all to give up our humanity, wouldn't he? He does tempt us to turn away from God.

Any logical system has a flaw, loophole, inconsistency or paradox. Chaotic systems are even worse. Humans are either logical, which guarantees a paradox (therefore making them hypocrites), or chaotic (making them confused hypocrites), or some bizarre combination of logic and chaos, making them really confused hypocrites.

no a hypocrite is just a person who says one thing and does another. Or holds one person to a standard and does exactly the same thing they were preaching against. (do as I say, not as I do) It has nothing to do with denying basic urges thats all willpower.

If everybody followed base urges, chaos would insue, that is the truth and you know it. In the end, everybody would be dead. However, we choose to live our lives with morals and values. It is not hypocritical to deny your base urges. It is hypocritical to tell someone it is bad to follow your base urges and then do so yourself.

I suspect all people are hypocrites, but not for the reason you say.
Hypocrisy is setting expectations for others higher than those you set for yourself. Denying yourself would actually be anti-hypocritical.
