Adobe Photoshop is the best ... there are even books out there that will teach you how to utilize the features of the software to their maximum artistic potential.

i used to model, and all the photographers and agencies use it.

good luck!

The best program to do that is adobe: Photo Shop. You can basically do anything with it. you can change the color of the car or add flames to it. take the car and place it at any location or anything like that. Take a look at your local BORDERS or any book store, to one of the PHOTOSHOP training books. You can also take a look at the adobe web site to see this program. Hope this helps.

pretty much all generally basic, yet somewhat pro photo editors can do this. you select the area where you want to change the color and then you change the hue. lots of times you get a general photo editor w/ whatever camera or printer you buy. those work.

The links below are to totally free image editing software.
Try several and see if one works for you.
Your best bet for the "how" is to make a selection and/or a mask to use, you can find online tutorials for this by googling "graphics tutorials. Also try about.com for tutorials.

there's a free photo editing program called the gimp. make sure you download the runtime environment too, or it will not work.
