It's a mixture of both and other stuff. First, they'll rob you of your points (I forget how many per violation), then they'll take you away and you're dreams will be haunted forever.

You lose points at first. -7 each time.
If you continue they will suspend your account for a certain time.
If you continue after that you will be suspended permanently and have to start over.

Then they will burn your house down and murder your family. You will be enslaved in underground prison plotting Yahoo!'s eventual invasion of Google.
