First of all, happy birthday to your daughter. I think it's cool that you are going out of your way to make it a special day for her.
I am not going to do what so many do when they "answer" a question. Too often people just post a link to some Internet site or worse, they copy and paste something.
I'm going to answer from my own personal experience -- and I believe my answer is the best you can get from anyone.
The restaurant I would go to is Michael Jordan's restaurant in Grand Central Station in downtown NYC.
It is a great restaurant, moderately priced with great AMERICAN food. It has a unique setting out in the train station so it would be a memorable evening for her as well.
Steaks, seafood, burgers -- anything and everything. They have a specialty of macaroni and cheese -- how much more AMERICAN do you want to get than that.
You will love this place -- and so will your daughter.
Tell her Happy Birthday !!!!

At 16 she shouldn't eat like a baby; she should beging to experiment and start to be a big girl!
At least take her to an Italian restaurant! Avoid all theme restaurants and any chains that you can find in the rest of the country. Okay, off my soapbox.
SERENDIPITY is the perfect choice.
16 year olds will love Serendipity, a block east of Bloomingdales. You have to make reservations because of its popularity, but the food is not expensive. She can get her American food from a foot long hot dog to burgers to grilled chicken to barbecue to pasta. Desserts are out of this world; I recommend the frozen "hot" chocolate. Nice decor, too.
How much money do you want to spend? You shouldn't be asking us; the Zagat survey is the best source because the reviews are from regular people. Zagat.com or your bookstore.

There is this GREAT cafe on I think it's 32nd and Broadway. It has the best food and portions at a great price. It is right up the street from Macy's. Not fancy, but definately a popular place.
