Well, you can't go to the Defense Language Institute unless you join the military, but the Monterey Institute of International Studies is outstanding. It also depends on which languages you want to study. If you are interested in Middle Eastern Languages, then Georgetown or UCLA are very good. If you are interested in African languages, then Michigan is very good. If you are interested in Oriental languages, then Berkeley is very good. If you are interested in Central Asian languages, then Indiana is very good. It all depends on where your interests lie.

Depends on if you want a specific language, or general foreign languages.
Earlham in Indiana is GREAT for Japanese!
Indiana University is FANTASTIC for general foreign languages.
Valparaiso University in Indiana is GOOD for German.
Georgetown University in Washington, DC (Not too sure of that. It might actually be in a neighboring state...?) is GREAT for Japanese!
It also, of course, depends on where you'd like to go, and where you're from. Is cost an issue, etc?

Study abroad in an immersion course.. For example if you are wanting to learn Spanish study in a college in Mexico City.. Several colleges have branches in both the U.S. and Mexico
(or whatever other country you are trying to learn the language of)
It would be so exciting and you would learn the language so much better than just in the classroom. Trust me. I first learned Spanish from school and then in real life and it was WAY different..
Good luck!
