did you finish it or someone else?? If YOU did YOU are stuck. Tear it out, start again. If someone else did the finishing, I would smoke their *** ever heard of plastic sheeting? Doppler radar?!!? cheaper to rip it out and re-do than doctor, unless you like that un-finished look. Ask around and get aPro, I drive a concrete mixer. I see ridiculous stuff EVERY DAY! Good luck.If someone else did it I WOULD BURN THEM (financially) !! Crete ain't cheap!!!

I think you'd better remove the upper layer of concrete (that was directly subjected to rain) and leave the rest to set then make the surface rough and flush some water on it and pour the removed layer.

Rain changed the water cement ratio which is responsible for all properties of concrete and the outer layer is responsible for permeability which is the door to all concrete problems ... take care and good luck

Have you ever heard of an aggregate finish? Would your concrete resemble that? Check it out.

well, you're kinda screwed. If you put a thin layer on top, it'll crack. You'll probably have to jackhammer it out and start over.

It can be improved by grinding, other choices are avalible depending on it's use.
