If they start implanting micro chips into immigrants, then you would have to be implanted with one to track when you leave the country and enter another. Do you honestly think they would stop with just immigrants?

You say all the immigrants? So everyone except the natives who resided on the land before Colombus. That most likely includes yourself unless you are a direct descendant of the natives which may be possible but unlikely.
