Assuming you are in the UK...
You no longer get arrested for posession of canabis. This is because it has been reclassified as a class C drug. This has caused some confusion because most people are too dumb to understand the basics of the laws that govern their own lives.
So I'll spell it out for you all...
Posession of canabis is still illegal.
Some offences (crimes) are arrestable, some are not.
Posession of a class C drug is a non arrestable offence, i.e. if all you have done is possess a small quantity of cannabis, you cannot be arrested.
If you are caught with cannabis, you can be summoned - you have to go to court and may get punished.
If you commit another offence at the same time as simply being caught with a small ammount of cannabis, such as giving false details to the police officer who catches to you, you can then be arrested.
If you have so much cannabis that it is likely you are going to need some help smoking it all, you are breaking another law - possessing an illegal substance with the intent to supply it to others. This IS AN ARRESTABLE OFFENCE.
The only exceptions are if you canprove you have a medical prescription for the otherwise illegal substance in your posession, or you can prove that you had found the illegal substance and were on your way to the police station to have it properly disposed of.

I'm afraid the above answer is partially wrong. You CAN be arrested for having cannabis - no matter how little of it you have. Since the Serious and Organised Crime Act came out, you can be arrested for ANY offence AT ALL, whether it was previously arrestable or not. You can be arrested for having a headlight out on your car. Anyway, to answer your question, it's illegal to possess it, whether you intend to smoke it or not. Personally, I think it should be made available to buy in shops like knives. Use it at home, but not out in public.

Getting arrested for "possession" means that you are in possession of an illegal substance. It doesn't state anything about if you are going to smoke it or not. But if they charge you with possession for personal use, that is a lesser crime than possession with the intent to distribute.

Because knuckle head law makers have everyone convinced its as bad as crack, they can put you in rehab for smoking a joint, and make money on you. The rehab biz is hotter than ever. Forced re-hab places make tons of money on this ! Whats worse, the punishment or the crime
Don't smoke pot, YOU'LL GO PSYCHO MAN !
Drinking is O.K though, cause it's legal, only destroys your liver, and you get to go to re-hab too

Because smoking it is not against the law, possessing it is...if you dont possess it you cannot smoke it.
Smoking it makes you high, makes you lose your senses, impairs your judgement...

Possession is what is illegal. If you already smoked it, the THC that is in your bloodstream is still considered "in possession of".

Because if you have it on your person police beleive it is for your personal use, even though u aint smoked it yet they are assuming because u have it u will.

possession is illegal smoking it is not.You can tell a cop that you occasionally smoke pot and they can't do nothing.But if it is in your possession you going to jail.I know it don't make sense but that is the way I understand it to be.

It is the control factor and the chance to fine/steal money from the arrested person. Greed of politicians is another reason..... if they could legalize it and still tax it, it would be done.....
Easy to grow, cheap to grow, hard to tax.... they have their reasons.... along with it being another government control factor in our lives...
Just think of the jobs created by drug control.... my personal opinion is: if someone wants to kill themselves with a drug.... more power to them... its their choice.... to use or abuse....
