i don't think their is a difference.

this would be a 50% increase 100*1.5=150
this would be a increase by 50%100+(100*.5)=150

if anyone thinks otherwise please explain.

Increase by 50% means that take half of whatever amount you have and then add it on. So $100 increased by 50% would be $150.

Increase 50% would be increase the amount such that the original is 50% of the final amount. So $100 with a 50% increase would be $200.
