I would recommend Niagara Falls...there are plenty of places that are beautiful there to get married. I knew a lot of people who have done it, the most recent of my co-workers married another co-worker on Goat Island. I would think you would need a couple of witnesses too.
Also, try the justice of peace.

Some places that are close by (and really pretty) are:
- the butterfly conservatory in Niagera Falls (you'll need an international licence though)
-at a vineyard on one of the finger lakes or Great Lakes
-at the glenn in Watkin's Glenn or Ithaca
-at city hall
-in any of the public parks
-at Chautauqua

i just went to a small wedding this weekend in Honoeye Falls, NY
it was at the lower mill, it was gorgeous
perfect for a small wedding
that is about 70 miles east of buffalo though

get married on the boat under the Niagara falls it should be romantic but it will probably be expensive i think the boat is called the made of the mist i grew up in buffalo so i know....

I don't know NY.
But I'm about to do a ceremony for a couple who are moving from another state to a nearby city. They have chosen the hotel they are staying at to have the ceremony. Them...and me. :)
