Generally if one lane is merging into another, it is the responsibility of the merging traffic to insure its safe to do so. As a courtesy though; you, as a driver in the other lane, could make space to allow a driver to do so. My rule of thumb is let one go, then my turn.

The ending lane must give way to traffic. You are the one who has to change lanes. It is the merging traffic that needs to find a new lane. Always be curteous.

whichever car is more in front has right of way. So, the idea is that you get a car from one lane, then a car from the other lane etc. However not many people ever do this because they are so selfish and have to be a head of every one else, and its hardly the sort of road rule the police are going to enforce. So, unfortunatly its every man for himself!
