umm... Well if I said that to someone I would say it because I reallly liked them or because I thought they were really funny and cool to hang around with. It also depends on who's saying it in what context. It probably means that they can't stop thinking about you.. and like you very much.. my best guess.. :-)

They have strong feelings about you if you've known them long enough to be good friends and you're in a romantic relationship with them. If a stranger does it their just being lustful and probably wouldn't say that to you anyways.
