I have a 5.5 hour layover in newark and i was wondering if that was enough time to get out and see a bit of New York, like the trade center memorial. if so, is a cab the best way of doing it? Will there be a lot of traffic going into the city around 1pm

You can take the train from Newark airport to Penn Station in Newark and catch the PATH train to the World Trade Center.
You should easily make it there and back in 5 hours.

Check the train schedule to see what times the trains stop at the Newark airport stop.

An alternative is to take the city bus to Penn Station and then catch the PATH train.

There is enough time to go from Newark to lower Manhattan and back if you wanted a short visit (maybe an hour). Traffic isn't that bad in the early afternoon.

BTW, there's no memorial yet. Just a big hole. It looks like any other construction site at this point.

I don't live in NY, but I am familiar with Newark and the area. 5 hours is just not enough time. You never know what traffic will be like. I have had days when there is no problems and others, when the road is a parking lot.

5 hours is probably not enough time to see anything in NYC worth seeing if you want to make your flight in Newark on time. You may be able to get there & back, but there's no guarantees. If you want to chance it, a cab is probably the way to go. Those cabbies know their way around like nobody else. Just make sure you get one that speaks english well, and tip him a little up front so he will actually try to help you out.

it took us 3 hours by train without traffic just to get from newark to the hotel. 5.5 hours would not be enough time. sorry. by the way we did everything rt11 said. it took 3 hours. it is only supposed to take 45 minutes, but the train was late. it also took us that long to get back to newark. and getting through security there is horrible. i just wouldn't risk it.

Dang My computer was down Rt 11 beat me to it.
Airtrain to New Jersey Transit Trains to Penn station NEWARK!! to PATH to WTC site It shouldn't take you more than 45 minutes
When you get there tilt your head back as far as it will go and stare at a point in the sky that is 1200' above you ....then you can cry

To be honest I would not take a chance trying to get to NY and back in 5 hours. I do not live in New York but I have been there many times. A lot traffic is always in New York--.
MY BOTTOM LINE:
I think you should not try to go to New York...Not enough time!
