When you are old (I forget how old) and have been here a while. I think 15 years, but you need to look it up.
Or if you can show that you are mentally impaired. I guess in that case the government feels you don't need a test to show that you fit right in.

To my knowledge all applicants to US citizenship are required to understand English. Perhaps if someone is hearing or sight impaired they might not have to follow all of the same conditions.
