Best bet is to rip up the carpet because if you bring in your on pets not matter how much cleaning you do they will still be able to smell the piss and poop and will start marking over it

If it's real bad may need to replace the carpets. Otherwise rent a rug doctor and along with the regular shampoo add some bleach or oxy-clean. Just go back over the carpets with plain hot water to get the remaining bleach out.

The bleach will not leave white spots may lighten the carpet alittle but it can't hurt. Don't forget to wash the walls as the cats most likely sprayed them.

Rent a steamcleaner and steam clean the carpets a couple of times. That will get out the smell. You could also try enzymatic cleaners (available at pet stores); they break down the bacteria. It might not be a bad idea to pay a professional steam cleaner (their work is usually guaranteed, so if it still smells they have to clean it again for free).
Hope this helps!

Putting down new flooring is not going to make that horrible smell go away, especially if, as you said, cats were also in the house.
I know because a relative lived in a house we owned and she had multiple cats and a dog. She finally moved.

We laid down new carpeting and within a few days the horrible smell was back in the house.

We ended up having to take the new carpeting back up and tear out the underlayment underneath. This is the wooden press board that is on your floor under the flooring.

The dog and cat pee had soaked down into the wood under the carpet and the smell was never going to go away.
Learn from my experience and make sure new underlayment is put down and the old underlayment taken out, before any new flooring is laid.
